How Medicaid Has Changed under the ACA

Medicaid was expanded under the Affordable Care Act. Under the new rules, N.J. Family Care will enroll residents.

What should librarians know
about NJ Family Care/Medicaid?

 

1.  What is NJ Family Care?

NJ Family Care is the new name for Medicaid in New Jersey. The new federal healthcare laws expanded Medicaid to include more people in NJ.

 

2.  Who is eligible for NJ Family Care/Medicaid?

Children 18 and under will continue to be eligible with higher incomes up to 350% FPL ($82,425 for a family of four). Parents still need to renew the coverage each year.

 

Parents/Caretaker Relatives with income up to 133% FPL ($31,322 for a family of four) must have tax dependent children in their household in order to be eligible under this category. This is a new Medicaid Expansion eligibility group. Dependent children in the household must be insured also.

 

Adults without dependent children with ages 19-64 and incomes up to 133% FPL ($15,282 single/ $20,629 couple) are considered to be another new Medicaid Eligibility Expansion Group.

 

Pregnant Women up to 200% FPL. There are no changes to eligibility of pregnant women.

 

Aged, Blind or Disabled programs or Long Term Care, there are no changes in eligibility.

3.  How can someone determine if he/she qualifies for NJ Family Care?

4.  It says eligibility is based on a person’s Modified Adjusted Gross Income (MAGI). What is a MAGI and how does a person determine it?

Modified Adjusted Gross Income means a person’s salary that is adjusted to reflect certain expenses they may have.

5.  What about immigrants to the US?

Children age 18 or younger in "Qualified" immigrant status (see below) are able to apply for NJ FamilyCare, regardless of the date that they entered the United States. They do not have to wait five years to be eligible. Adults who are legal permanent residents of the US must have had that status for at least five years in order to be eligible for NJ FamilyCare.

 

"Qualified" status includes:

  • A lawful permanent resident

  • A refugee

  • An asylee

  • A Cuban-Haitian entrant

  • An undocumented resident whose deportation is being withheld by USCIS

  • An Amerasian immigrant

  • A child of an honorably discharged US military veteran

  • A child of a member of the US military

  • Certain American Indians born in Canada are treated the same as a US citizen for the purpose of Medicaid eligibility.

  • An immigrant paroled for over one year.

  • An applicant under the Violence Against Women Act
